This means that the short sections are supported by the cross sections. When you go to slide the now-extended center section into the cross pieces, you may discover that they don't slide easily in place. When I assembled the two layers, I put what was going to be the top layer on the counter with the top down; inserted four of the short supports; added the second layer; inserted the tall supports; and then added the cross piece supports."
